Accountability is much important for a society that is governed by rule of law. In our country initially, accountability laws were introduced in 1997 under the name of Ehtesab Act 1997. The reason for this enactment should have been the accountability of the persons who have been involved in corruption and corrupt practices, misuse or abuse of their powers or authority, taking kickbacks or commissions, and living beyond their declared means but, unfortunately, since the very beginning, the accountability laws have been largely misused by the government to victimize their opponents.
For a very long time, the provision of bail, which is the basic right of an accused as in criminal law everyone is considered to be innocent unless proven guilty, was not provided in National Accountability Laws unless, through recent amendments, this right is given to the accused of the NAB cases that they may file bail before the NAB Courts. Previously, the accused had to invoke the constitutional jurisdiction of the concerned High Court and has to file a Writ Petition for asking bail.

According to Section 32 of the NAB Ordinance 1999, anyone found guilty by the NAB Court may appeal their case before the high court of that particular jurisdiction within 10 days of the final judgement. Such appeals will be heard by a bench made up of at least two judges who will be appointed by the Chief Justice of High Court.
